The Text reads '[Print] DEPARMENT OF PUBLIC INSTRUCTION; NEWPORT PUBLIC SCHOOL; Inspection: 5th November, 1912; Teacher’s explanation in regard to defects noted at; inspection.; 12:11:12 ; MR SENIOR INSPECTOR FRIEND:; For your information and report.; 21:11:12 for C.I.; [Friend’s handwriting] Chief Inspector; Mr Macraes’ explanation consists for the most part of; expressions of opinion concerning educational values, matters etc.; His last year’s efficiency mark in another District does not indicate; that he is a sound authority.; I consider that his explanation is unsatisfactory and that he should; be removed from the relieving staff, I placed under close in[?]; I recommend accordingly; Chas. W. Friend; Senior inspector; 23.11.12'.
