The Manly Council Engineers Report Book 1938 in a memo to the Town Clerk, dated 13th May 1938, recommended that after the reclamation of land from North harbour and retaining wall erection adjacent to the property, that the property now fenced with low picket fences, 'it will be more in the interests of the owners concerned to take down these fences and replace them on the wall when constructed. The Manly Council’s Engineer’s Department commissioned local photographers to record the ongoing progress of public works in the area.
