William Dibley was born at Marrickville, and trained as an engineer and boilermaker. He was the son of George Edward Dibley. He enlisted on 17 August 1914 and served in the 6thBattalion. He was wounded in the shoulder at Anzac on 7 August 1915. Following hospital treatment in England, he was invalided home in November 1915, and discharged on 1September 1916.

He attempted to re-enlist on 8 October 1916, but was discharged on 20 December 1916, as medically unfit. He enlisted for a third time on 29 April 1918, giving his trade as life-saver, with next of kin his wife Isobel, living at Crown Road, Queenscliff. He served with the reinforcements of the 13th Battalion from 26 August 1918 in France, service number 53714.

He returned to Australia on 15 January 1919.
