Frank Fisher was born at Weston-super-Mare, England. He was a labourer.

He enlisted on 2 August 1915, aged 40, giving as next of kin his sister living at Forbes. He gave an address at Marrickville; his connection with Manly is not known. He embarked on the Megantic on 28 May 1916.

He returned to Australia on 19 October 1917 suffering from deafness, and was discharged from the Army on 21 January 1918.
