Cecil Turner was born at Narrabri in 1894 and was a clerk. He enlisted on 1 May 1915, giving as next of kin his parents living at High Street, Manly.

He served as a Driver with the 10thFAB in France, and was promoted to Bombardier on 14 October 1917. He was promoted to Second Lieutenant on 24 November 1917 and to Lieutenant on 14 June 1918 in the field. In April 1918 he was hospitalized with deafness and discharge from an ear. He returned to Australia on the Armaghon 5 April 1919. A brother, Harold, also served.
